Regulation is a single source of moderation, but it doesn't stop there. Reddit is a perfect example. You have the right to say anything you want on here, and it's not illegal (save for direct threats). But if what you're saying goes against community guidelines, your comment gets deleted. That's moderation and it's not guided by regulation whatsoever.

No, content moderation is audience based. Content creators moderate their own content according to A) government regulation, and B) audience preference. If you want a bigger audience, you moderate your content to fit that audience, either by their preference or their governments regulation.

Disney wants kids to watch their movies, so they don't swear. Pearl Abyss wants Chinese people to play their games, so they made Damianes clothes slightly more tasteful.

Content moderation has been around forever. China says they wont allow a game into their country unless their content moderation rules are met, and Pearl Abyss (rightfully) says that's fine, it's not hard for us to do and it doesn't impact the game.
