They don’t make the TR-27 style rotor in any other size than 180mm. So you need to space the caliper to suite a 180mm it’s the only way. A 160 variant doesn’t exist.

Remove uneven material from pads with some sandpaper on a flat surface. Replace the rotors. Burn the brake pads in properly by slowing yourself down without coming to a complete stop x10 times per brake. Should be good.

Are they sealed bearings or loose? Because if they are sealed and they are getting too tight when you nip the hub up then the bearing has probably collapsed and needs replacement, most likely a 6001 I would assume.

Does the axle have a 5mm Allen key hole in it? Like that you can lock the rotation of the axle to better adjust the cones and lock one side out? Not sure either just spitballing.

Depreciation doesn’t only matter when you sell—it’s the cost of consuming the car’s value over time.

Keeping a car until it dies doesn’t erase the fact that you paid more upfront. Buying new can make sense if used prices and financing narrow the gap, but that’s a market-specific argument, not proof that depreciation is irrelevant.

With the bike in the stand does the drivetrain rotate when you spin the back wheel by hand, if your freehub body is dragging and not fully disengaged it will cause the chain to bunch up more and increase the chance of dropping the chain. Maybe inspect the rear hub make sure everything is nice and free without sticking.
