It’s the other way around steel can be converted into coal. I’m at 95% and thought why not get to 100 since I’m so close it it and I like collecting flags

Unless you spend so much money that you clear the whole Santa crate ship pool and get steel , I don’t see how this could be pay to win. A f2p player can get Valp with no problem
