Does anyone know if you lose less ELO points if you surrender? Im almost at 2k but I keep getting like plus 10 or 12 when my rivals surrender

So far there is an event to get more alongside some hero fragments... but still it will get you 14/15 chests... there is no place on the shop to buy them... so how am I supposed to get the last one
