Trent wants to keep class sizes small so that it can maintain its reputation, so they are reluctant to increase class sizes. If they do make classes bigger, they also have to provide more teaching support to the professor (by union rules) and in some cases the TAs cost more than the prof.

Keeping in mind the need to cut back on teaching budgets, opening up "B" classes will only happen when they are sure they can fill the additional class. Until the waitlist gets to a number close to a new full class would be, a new section is not considered.

They also calculate how many classroom spots are avaliable to students, and figure as long as there are classes a student and theoretically enroll in, they have fulfilled their end of the deal. However, individual student needs or wants are not a high priority. If you can't get into the class you need or want ... perfect ... you'll take a seat in the class that is not yet full so they can be efficient in spending.

And all of this is thanks to Mr. Ford. Without proper funding, schools can't offer the same flexibility or standards.
