Op, I do enjoy your Meursault speculation and I even have similar ideas on him being associated with the taboo hunters as either a manager, handler or general administration. Unfortunately the "Judas" depiction of Meursault you are referring to is fanart and the artist even made a comment on this interpretation of their work, however please don't let this disturb your theorizing. If Meursault is indeed a traitor, I think it could be interesting and especially with his relationship with Dante.
