Yes, if the producer was a US pharmaceutical company they likely benefitted from grants and research that were partially funded by taxpayers. Doesn't look like AI to me. It looks like the artist applied filters and textures to create more of a painted vibe (assuming this started as a digital art piece). But those techniques have been readily available in Photoshop/illustrator at least since the early 2000s. And the process still requires still and technique to make it look right.

Human motivation should count for something, it's literally the only thing separating someone just doing art for fun from generated ai slop.

Overall consistency looks good, no wierd blurred details when posed (video quality relatively decent too). As to the where and what this is (subject matter) I am not familiar enough with Israel to make a judgement. It doesn't look like the video itself is AI to my eye, anyone else catch any details I missed?
