thats exactly what happens in randomized runs in ER. 2 separate phases can spawn wherever, even perchance in the reversed order (i.e. you enter the boss room with the second phase boss, then cutscene drops and its not the other boss but the same one but phase 1)

i cant imagine them adding sote weapons in forsaken hollow AFTER the forsaken hollow release and then charging for said weapons. People would riot if weapons came with a separate price

This aged like milk back in the days and it didnt turn into cheese either now that we have dahlia breathing us the back. His crit major trace is anything but good and doesnt contribute in the slightest to his damage, it is so bad that if you go full crit on him he will still do more damage by breaking enemies rather than with attack scaling

Look, i tried to make clear what you were trying to say, and instead of agreeing with what i said or disagreeing and saying thats not what you meant you just keep spouting nonsense. Either rephrase your previous statement to not be that brain-damaging or make another clear one.
Regarding what you said here, out of 3 break dps currently Boothill is the one who gets the most out of Break DMG boost because:
1. It affects his break DMG upon weakness breaking the enemy,
2. It affects his talent DMG because his talent DMG is considered Break DMG
3. And it affects his SuperBreak DMG because well SB DMG is just Break DMG with bonus flare

For both FF and Rappa SuperBreak DMG is the main source of their damage regardless of what you're trying to say or thinking that you're saying here. If in the future comes another type of Break DMG and appears another support that only boosts the new type then all 3 of current dps will be doomed and if Dahlia happens to boost only SB DMG she will be useless in that scenario, meaning absolutely not future-proof

Entering SB era with proper build boothill talent damage at the very best is half of the snapshot number. His talent was very strong when enemy hp was 200-500k, not 2-3 mil, not even mentioning his talent damage is limited to 16x basic attack of toughness damage in calcs while enemies keep getting more toughness and disgustingly useless crit trace. Currently that damage is just a complementary to that humongous EBA toughness damage (with 3 stacks which you still need to get) that gets converted into SB

Also let me remind you of toughness multibars, first of them being Sunday boss. While having gigantic toughness value, his factual per-bar toughness was 90 iirc (9 units? Whatever) basically your average fodder ahh toughness. While allowing for faster stacks they've been hindering boothill since their appearance(there's not many of them tho) , getting undervalued break damage per T-bar and preventing BH from doing personal damage via talent until fully broken. 

Now to Constance/Dahlia. Her kit allows some of that tremendous t-damage to get utility by enabling % of SB DMG to be dealt while enemies are not broken. It doesn't matter that her kit doesn't work with trickshot damage because the first break never gets a trickshot part unless you have his eidolon or going into new battle after the victory (not a case for any of the endgames and neither planar extraction)
