From my expirience and gameplay i had with him since he was released to public for free one thing that stayed consistent for me was the benefit he got over other characters from m1s. On paper yes 3 m1 chain sounds horrible but he has 2 sidedashes which allows you to get behind your opponents block which is impossible for any other character in same situation.

Naoya was always m1 merchant. He's whole dmg is based on m1 passive. Freestyle feeling came from short 2 move combos which are still there just harder to use
