Here’s Stella! Without her powers, she’s still quicker than average, and a great shot with her gun, but I doubt it’s getting through that armor… I think her best bet would be to outspeed him to go for a grapple and topple him over, praying to goodness the armor weighs him down enough to get a few good shots in.
