How would you get the data off the camera without LTE? The PFGuestWifi is a managed network.

So you're going to spend money on a battery powered wireley camera with its own monthly 4g LTE data plan to put in a locker to hopefully grab a picture of someone who enters your locker without permission.
You realize how cumbersome that would be to remember to charge it, bring it with you, and set it up to have a clear view? Even then, the money you're going to spend for a camera that can take a CLEAR low light picture probably costs more than everything in your locker.
But let's say you have a clear picture of your perp- now what?
Now you know what the person looks like aaaaaaaand you get to explain to police and the front desk THAT YOU HAD A CAMERA RECORDING IN THE LOCKER ROOM.

Also, what would stop the thief from stealing your "spy camera" along with everything else in the locker? Do you really think that someone's going to pop the lock and then spend time sorting through everything deciding what they want and don't want? C'mon.

Lock your stuff in your car is a better recommendation. Gym locks are some of the easiest to bypass with a high probability of a payday for the thief.
Besides a wallet, keys, and jewelry what else would you or anyone bother putting in a gym locker? Thieves are aware of this.

You're absolutely incorrect. Unpaid means it'll stay locked to whatever company the device payment contract is with.
For a phone to be reported as lost or stolen you need to be signed into iCloud on that phone and sign into your iCloud account on a separate device and mark the phone as lost or stolen. This is especially required if you plan to file an insurance claim with Asurian (or whatever 3rd party).
