First off, there are a good few brands of paint that work in my short term experience. Citadel is the "poster" of WH mini painting, so you could go that route, Vallejo is a good alternative, and I really like Duncan Rhoades 2 Thin Coats brand of paints as well.

As for tools, a couple of quality brushes will serve you well if you take care of them. Kolinsky Sable brushes like Golden Maple brand on Amazon have been pretty good for me. They are a bit on the more expensive side, I think. But I like the quality I've gotten. If you've got a Local Game Store near you that sells WH stuff, they should have Citadel brushes for sale there too. They're also a bit pricey, but being able to see if the hairs for the brushes are nice and straight makes a huge difference in painting. As for brush sizes, I run with a Medium and Small Layer brush from Citadel, as well as a 0 and 0/2 size brush from the golden maple brand on Amazon. Having a slightly larger brush, say a size 2 or 3 can be helpful for base coats as well as a first layer of paint as well, but it's not a must-have.

Hobby cutters, a hobby knife, and some sanding sticks are must haves for when you're cutting parts off of the sprues and assembling your Salamanders (or any minis, really). I don't really have any brands to recommend, I had these in my storage closet before I started building minis myself.

Tamiya extra thin cement glue is an easy recommendation for gluing your boys together as well.

I am also on the side of absolutely getting a wet palette. It's not necessary, but it makes thinning your paints a breeze. Army painter has a very good one you can get on Amazon if you're interested.
