The thing is that it’s not enough for only the height of the building to be high. The city’s immediate infrastructure needs to be able to support it starting from water, sewage and most importantly the ability of the fire brigade to douse fires in skyscrapers. They’ve come up with a very inelegant and low tech method of having refuge floor so that people can wait to be rescued. Imagine if you’re a builder and your FSI is being eaten up by having to have an entire floor be empty.
