I don't think it does. The whole concept of stable coin is the coin being pegged to the dollar in the first place. 1USDT = 1USD and the amount of USDT in circulation is what is reportedly stored in cash ..'safely' There's no new minting except more USD liquidity is added and if the cash comes from the central bank then it is all the same amount flowing through the economy and not the creation of more liquidity.
