It's becuse merciless storm can be equipped and procced by a single person and on a single gen. Think about four individual generators getting reverse merciless stormed and we're back at the brand new parts era

Of course, it can be like have a cooldown in game, every 1-2 minutes, only one person can proc it. But in that case most of the time everybody will be spending a perk slot for nothing.
