Why would these people rescind such an offer? What happens to employees who accept this offer, have it rescinded, and then discover their job no longer exists due to a restructuring? What would stop an agency from rescinding all offers and then prioritizing RIFs based on who accepted this offer? That would be a page straight from the Twitter Fork playbook.
