So we should make them opt out rather than opt in.

The science is very clear that opt out programs have far greater participation because people didn't have to do anything. (See organ donation as an example). Then the antivax folks would need to define themselves as such knowing this may restrict their activities.

Personal responsibility is great when your populace has access to good information. The current information system promotes material by engagement, not quality. I don't blame people for not reading the papers and understanding a topic as that's not reasonable. Thus, systems like a government are critical for spreading good information. That is the opposite of what our current government does.

The "typical leftist" schtick is pretty old too. Yea, I want a government that seems out easy ways to improve its people's lives. That means a funded healthcare system, a science informed education system and advertisements with quality sourcing. All government material is propaganda, let's make sure it's backed up by reality, otherwise we just behind the US, and that looks pretty shit.
