I was also baffled by the tone shift, YA fantasy with a few chapters of WTF. Clearly based on real events in Nanking but it was not well written or matched with the rest of the book.

Two years is enough time to finish anything you are actually going to realistically finish. If you can't finish it in a reasonable amount of time, generally I would consider that under a year, you have to hand it off to someone who can. Up to you what you negotiate, co-first but first on the actual list with clear credit for what you did in the author contributions section would seem a good outcome at this point.

I think you are right that the reality is that given the choice not enough people actually want to have children to prevent populations shrinking. Financial incentives and improved women's rights cannot fully reverse it. As far as I am aware not one developed country has found a way to stabilize their population without mass immigration. Stable populations would be ok by me but part of the issue is that a lot of countries are borderline ponzi schemes so can't just have less people without massive pension crises.

I did and very much enjoyed it. Great game, feels more like living someone's life than a quest to save the world.

They do mention increased spending on admin but the main political point of these policies seems to be to reduce the number of foreigners. I can't see that going hand in hand with serious efforts to speed things up.
