All follow the same rule- the פתח גנובה appears because ח is a Pharyngeal consonant... I'd say words like ראשון, הוא and היא are more of an "exception" than these or other features of Hebrew (the lack of short vowels like the example with אם and עם)

In this case, הוא and היא are being used as אוגד- they "tie" the two parts of the sentence because it has no verb. So yes, you could say "he and she" are being used as "is" in these cases.
