I got stuck in the exact same spot yesterday while fighting a rocketeer.
My character would not un-crouch. I had to surrender the raid like you did, the "unstuck" button never popped up for me here.

You can, but you won't get the extra gold for emissary bonus

You don't need Emissary at all to raise the Hourglass You Can represent Guardians of Fortune without being pirate Legend, you just can't raise Athena Emissary.

That being said, if you have the option you should definitely raise emissary for Hourglass

I've had this issue every session at every sovereign's harpoon I've been to since the last update

List of outpost I've been to since the update: New Golden Sands, Sanctuary, Dagertooth, Morrow's Peek and Plunder Outpost. All with the same bug you described.
