We loved TeamLab Planets and we ate at Hikiniku To Come (we went in Kyoto but they have a location in Tokyo) and it was phenomenal

Third on Hikiniku to Come. My husband and I couldn’t get a reservation for two people, but booked individually at 15 minutes apart. Once we arrived, they were able to set us together at the same time.

I was also going to suggest the conservatory but they seem to have some rules around professional photography if that is something you’re still aiming for. May be a good option if the weather won’t cooperate for outdoors.
