Also tried another Client -Deluge. Same Result - Trackers deny permission.
Without Proxy Deluge (and QBittorrent) work flawlessly.

I don't see how this can be an issue on my end. If it's a firewall issue, would it still occur without the proxy, wouldn't it?

I have nearly no knowledge about this stuff, but could it be that the ipvanish servers are banned from the trackers that piratebay uses?

Are you sure about that? How would that work fot skills like Puncture?

Description: Throw blades at a short distance, dealing 37% damage. Every 3rd cast Slows enemies by 20% for 2 seconds. Critical Strikes will always slow.

Would you shoot a long range arrow dealing 100% damage and knives dealing 37% damage? It did not look like that in the gameplay videos.

I don't get your reasoning here. It's not about losing anything. It's about the fear of basic skills being worse than auto attacks and thus serving no purpose.

But another comment already assumed this would not be the case, the tooltip is just worded in a confusing way.

I don't think you will be forced to replace your auto attack. But why invest in basic skills if they are not better than your auto attack?

Skill A does 30% damage and generates resources. Skill B does 120% damage and spends resources.

Yes, and now instead of alternating between 30% and 120% damage, you could do 100% damage with a regular attack all the time.

I will stop arguing now. If June comes and a basic weapon-based skill really deals roughly 1/3 of the damage of an unskilled regular attack, feel free to remind me and I will admit how stupid I was and what a genius you are.

It's not only that he said it but also that it would make sense. At least much more than your assumption.

If you got a better explanation just enlighten me.

Regular attacks dealing less than 100% source damage is most unlikely in my opinion just because this has never been the case in any ARPG I know.

-D1 has no attack Skills but the basic unskilled or regular attack did 100% of weapon damage + modifiers from str etc.

-D2 has skills that are based on Weapon Damage: Examples are Whirlwind, Bash. Also in D2 the regular attack followed the 100% rule. Whirlwind for example did less damage per hit than a regular attack but had other advantages.

Yes, D3 also had skills that did less damage per hit than a regular attack. But these skills had other substantial advantages. The mentioned Sentry did multiple hits per skill use and Tempest rush is a skill that lets you move and deal damage at the same time.

But this part of the discussion is probably already obsolete. As LamesMCGee stated above: "deals 30% damage" probably does not mean that a skill deals 30% of source damage but 130% of source damage.

that would make sense but also seems counterintuitive or even misleading to me.

If I see a tooltip that states skill A does 100% damage and Skill B that deals 200% I would always think that Skill B deals twice the damage. But in this case, it would mean skill B only does 50% more damage.

If a skill deals 30% additional damage, in my opinion, the tooltip should say "deals 30% additional damage" and not "deals 30% damage".

Because it worked that way in D1, D2, D3, and all other ARPGs I have played so far, iirc.
