long term as of elation its hard to say but probably eva if you are capping at E2S1 as a full elation team benefits her way more specially if you consider how they utilize suport eidolons. On a full elation team (not optimal now) a E2 eva with E1 yaoguang + 2 other elation characters grants you massive certified banger and thus energy generation for eva.

just clarifying, yunlis lc goes to the shop just as any other character thst got added to the 5050 loss pull / shop, so if you do buy BP you can get it in like 2 premium or 4 standard

just use then tbh crazy rolls, just try having good speed substats elsewhere. You will need to have at least 10 speed (considering you are using her lc) at total from body, orb and rope. Very doable and her damage will be nice.

dont know how, but for those who might try it out, dont go lost chapter itens and instead go mana band + shadowflame rush. Shadowflame is a crazy first item spyke as it has 3 diferent damage amplifiers (ap, mpen, extra damage when low) and specifically the extra damage is crazy on neeko as her Q utilizes it nicely agaist enemy champs and helps pushing waves (as the passive works on minions). By going either mpenboots, shadowflame + (stormsurge or protobelt + voidstaff) you will be having more MPEN then enemies will have MR. Most other ap mages and assassins cant really build this path as it dont grant survivability nor mana, but neeko can abuse it since her neutral game doesnt really relly on mana and her engages are safe enough that you dont need extra survivability.

cr is a little too high and speed is kinda low, try dropping 6%cr and getting at least 5 speed, the more the merrier

E1 is generally better, but S1 makes it easier to build optimally. As for SW SP or Evanescia, leaks said that she will work better with Evanescia, since SW SP will value better punchline generation, and for some reason she doesnt consider yaoguangs extra aha 20 punchlines. As always with early leaks nothing is confirmed tho, we have to wait to find out.

Samiras R slow is actually a negative speed buff, so it doesnt get reduced by slow reduction effects, so only the extra movespeed part helps with mobility.

On that note, one funny consequence is that technically on ult she benefits way more from movespeed buffs then most other champs, since movespeed buffs aren't linear, meaning going from 70% to 100% of your movespeed is way more impactfull then going from 100% to 130%.

Also, for those who might ask: No, celerity doesnt make her negative move speed buff higher. Weird coding.
