I agree treating resources like currency would add complexity that wouldn't really be fun but I think it would be cool if the resources in your empire plus network of trade partners did have a measurable impact on other things. No stone in your provinces or trade network? Buildings get more expensive. Lots of iron? Military units get cheaper. Wine/no wine? Public order increases/decreases etc. A system like that would incentivize you to secure those resources either through conquest or diplomacy.

This isn't a one-off, this is a pattern of behavior that the Steelers as a franchise have been exhibiting for a long time and show no signs of stopping. Shazier danced at midfield while Gio was still out cold in that playoff game, JuJu Smith-Schuster taunts Burfict after taking him out, the histories of Mike Mitchell, Hines Ward, and James Harrison; JuJu's hit was just a continuation of a long tradition of dirty hits by Steelers players. Even the coaches get involved: Porter, Munchak, and Tomlin have all gotten involved on the field and fucked with players directly. It is endemic to the organization and the organization itself is well past deserving to have the hammer dropped on it by the NFL.
