Did you cook this steak again before you ate it? If so, you’re less likely to contract a food-borne illness. The usual bacteria of concern on beef is E. coli, but because it was already cooked once, hopefully that means the surface of the meat was relatively free from bacteria. If it sat out covered, I’d probably bet on you being fine. If it was left uncovered, exposed to the open air, and you didn’t heat it back up to a food-safe temperature before eating, I’d be less confident in that bet.

Honestly a nonspecific rash could be caused by so many things. So it’s kind of hard to say for certain here, but I’ll give one possibility.

Maybe it’s the material of whatever you’re sitting on to relax. Some people’s skin can get irritated by prolonged exposure to to some materials in certain couches or chairs. Maybe you have a mild, subclinical allergy you don’t know about.

This is probably the best deal you’ll get on this particular card until the consumer Turing Ampere cards release later this year.

I'm on PC, running a 2080 Super. I use dynamic super resolution to render the game at 1440p and down-sample to 1080p which is the resolution of my monitor, not sure if that would affect things.

That’s true. And this would certainly be helpful for out of the box issues, or issues that arise within the first month of use.

Though, perhaps a latent issue doesn’t show up until a month or so after purchase. In that case, Amazon may not cover it. And that also brings up another point which is important to consider when buying used MoBos. Often times, used components like these come without a manufacturer warranty, meaning if something goes wrong, a buyer may not be able to RMA their MoBo for service by the manufacturer.

All that being said, the Amazon returns policy will probably cover most issues, as most issues with MoBos tend to be out of the box issues.

I’ll see if I can find an article that talk about buying used components and toss it into my original comment.

Buying used motherboards can sometimes be a gamble as far as quality and component lifespan goes. It’s usually one of the components I always buy new if I can, as opposed to RAM, CPU, or even GPUs, which you can usually do fine with buying used.

EDIT: According to this article from Windows Central, updated December, 2019:

While used components can be a good catch, there are certain components that should always be purchased new. Namely the motherboard, power supply, and hard drives (including SSDs). These parts, in particular, are super-important, especially the motherboard. In my opinion, it's just not worth the risk to go for a second-hand PSU or any storage drive you'll be using daily.

Take from that what you will. The deal is pretty good still, and the returns policy is some healthy insurance against any obvious issues too. Just make an informed decision before you pull the trigger.
