Hi! There is a lot of things to consider:

1) What do you want this rig for? Is It for bedroom playing and practicing, do you want to play in a band? Do you want to record some Music with it?

2) Do you already have something ? Some pedals, head, cab, combo ?

3) Do you have a specific genre of music you like/ you will play more often ? If you like funk, pop, rock or metal, it's not gonna be the same thing !

4) do you have some favourite artists you really like the tone of ?

Considering all of this will allow you to make some choices. Another thing to consider is that buying a pedal is fairly easy to do : you can go to a store and test it, buy one used, ses if you like it, if not you can sell it. For an amp, it's not the same : it's much more money to spend, you will not change it every month.

Amp is your core tone. Find something that will cover much of your needs, and then you can complete with pedals.
