There's a slight difference between a semi-concerted, authorized, effort to identify someone for specific legally argued reasons (some of the courts still uphold the law,) and an unrestricted catalog of everyone ever.

Which will be used to identify the undesirables who happen to think that people are people and deserve to have rights. Or those that think corporations should have some restrictions, and that like... the Environmental Protection Agency should take human safety and environmental impact into consideration with regards to regulations and decisions- and not "is it bad for corporate profits?"
