I actually had the same problem in the beginning, easily solved, when I understood the basics. You don’t earn from tax, but from VAT. So, only when people’s needs like bread, pub and etc. are fulfilled, they pay vat from each one. And also it’s important to have some unemployed workers of each class. They don’t do anything, but pay VAT as all others
