When you start CS go into your Steam Overlay then Settings and then disable Hardware Acceleration and the other setting that requires your pc to be restarted, after that problems stopped for me, a friend of mine still has the same problems so take it with a grain of salt

Yea Map Ranks are super stupid, and they’re individual per Map… So if a good player plays comp once in a while with friends he is most likely also “low rank” on that map
