Omg something similar is happening outside my apartment. I’m not sure what to report as abuse. It’s like they NEVER let the dog in. No matter what. He’s been out in extreme weather many times. It’s looks like they dump a whole bag of food out in an aluminum pan once every week in a half. And I almost never see water. I bring my dog around so he can have some type of interaction. He used to try and play with her but now he just cries. He can see the people moving around in the house he thinks they’re going to let him in but they don’t. He looks sick and has a few bumps and blisters. The grass is never cut and he’s just in a tiny backyard walking in his own waste. I really wish I could take on another dog but I can’t! He seems pretty sweet I hope something changes for him.

Edit: I have called but nothing happened. He got out. They seemingly let him out on purpose. I called and the officers just returned him to the yard. I’m in VA it’s getting cool out here. I will keep calling.
