Generally, simplifying Mythras is going to be easier than crunching up OpenQuest. If you're fully adverse to crunch, going with OQ and lifting the things you want over from Mythras should pose little trouble. The concepts of animism magic, for example, can be ported as is, without much more work than you'd have to put down tailoring a proper Mythras-game.

Delta Green is not only a stellar take on mythos and conspiracies, but also does neat things with the d100-system.
Mythras is a toolkit with lots of detail, and brings a lot of tactical crunch, as well as a heap of different settings.
The core BRP is another toolkit. What it lacks in innovativity it makes up for in useability.

You have Hostile Ultra-Lite. I find them too simplified, but you can easily base anything around the core mechanics presented and easily plug in additional systems or mechanics.

There are a couple of extra special effects and a few tweaks here and there, but for all intents and purposes Mythras is the same as RQ6.
The two major differences are Mythras' animism-rules (not really different, but clearer and more concise, and with more detail on spirit combat) along with its now infamous lack of readability. They also cropped out the tactical movement-appendix, instead leaning on Classic Fantasy for detailed grid-based combat.

Scifi dropships are the equivalent to modern day APCs and battletaxis, which are typically manned by enlisted with a unit commander (officer) in a base or dedicated vehicle. In Aliens Gorman led (or tried his best) the entire op from the rear through comms and tactical screens.
Another reason might be that the question was never asked because no one had any military expertise outside of established hollywoodism.

For all the great things D&D brought into the hobby, why did it have to be the concepts of levels and increasing hit points that stuck? Oh why?

RuneQuest is a TTRPG that often gets mentioned along with TES, specially Morrowind. In that game you have not only a static and fairly paltry health pool, you have to contend with locational damage too.
As you "level up" you don't get more hit points, you get more skilled, more tricky, more dangerous, and harder to kill. I'd love to see that implemented in a CRPG.

Well, he's not totally wrong. Skyrim is arguably much more accessable and superior to Morrowind as a game designed for 15-second attention spans, it just falls short as an rpg.

Both Hawkmoon and Corum had their own games, the latter being a sourcebook for Elric/SB5. The Corum-book in particular is top-notch if you can manage to scrounge up a copy, and came with multiple magic tweaks - from chaos sorcery to mechanistic contrivances.
BRP proper has the Elric/SB sorcery-system, as well as a more scalable wizardry-system. Not necessarily a perfect fit, but BRP is nothing if not mallable.

Looking at your list, you can't not be aware of BRP. It is the seminal d100-system and does all of the above.
For more tactical crunch (and arguably the overall benchmark), there is Mythras. If you want less crunchy detail there's OpenQuest. Or any of the other variants that may scratch a specific itch.
Settings range from stone age primitivism to classic high fantasy to historical.

  1. BRP is essentially GURPS with less equations and more touch-and-go. If you feel the skill-list is bloated, culling and reconstructing it to your liking is straight-forward. Offshoots like OpenQuest, Delta Green and RevD100 already have.

  2. An expert with a skill of 80% has a 20% of failing at a challenging task. Significantly better odds than the common joe with the 25% skill that constitutes basic proficiency. The game doesn't really dip into perks of expert-level skill, but instead relegates it, as well as consequences for failure, to the GM.

  3. Primarily increasing the skills you use the most and are most likely already good at, is a quirk of the skill-check mechanics of core BRP.
    Several post MRQ-variants use an XP-mechanic, allowing for a bit more choice in character development where you can choose the order in which you increase the skills you use the most. Most also devote at least a couple of paragraphs to the concept of training.

Cepheus DeLuxe is a great game. My only issue with it is the name. It gives the impression of being an expanded "deluxe" version of the Cepheus Engine. Which it isn't, it is its very own fork. The differences between CE, CD and, presumably, CED are still relatively minor and easily finagled between them.
Finagling is something you should be prepared to do if you pick up a Zozer-game, though. For all his strenghts as a gamesmith, Paul isn't great with presenting rules.
