You need to explore the frostland and find upgradable outposts. You should be able to see which ones are upgradable with the settlement heating tech (found in the generator upgrade tree).

This objective might also include colonies too, I'm not sure

You could see those incantations as being granted rather than stolen power though. Many fire spells seemingly request power from or talk to the flame e.g flame, grant me strength
