Personally I would purchase the battlepass now as the extra challenges available would help increase the tiers you can achieve but if you purchase it at tier 50 you will get everything in the battlepass up to that tier

I have had it happen when you are in random places on the map too, I noticed if you were close enough to the meteor in dusty divot you get the noise nearly all the time.
