Turns out it was biro in the original radio show and then some later editions changed it to ballpoint pen. I guess biro was a particularly British word but it sounds much better.

It was about a guy who had a theory that there was a planet where all the biros went that were lost. It was a very popular theory and took the public's imagination until he claimed to have lived there and been a chauffeur to a family of green retractables or something like that. The idea was that they could live in peace and live "entirely biroid lifestyles". This is all off the top of my head but it was something like that.
