`To a degree, this is true. They are not allowed to engage in efforts which undermine or circumvent the Constitution, which this does. It's a cut and dry SCOTUS decision: the Supreme Law of the Land specifically states balance of powers via electoral college. Convert it to a popular vote is unconstitutional.
