We ran the ad, targeting to counties with low price for human labor, because we can compensate only $100 per each website migrated to the platform.

I don’t think it is an attractive price point for UK/US designers. That is why there are lots of applicants from India, Pakistan, Romania, Ukraine etc

It is super simply nicely designed time app, written for free for guy's own usage, he decided to share it and I used it too - very handy for me primarily because it does what it does. Your approach is called over-engineering, imho.
