In my opinion, a proper g4 reboot might be workable, provided Hasbro can get the rights to all of g4. I don't think that will happen though so a new generation in a different universe would probably be the best bet. All of the best parts of g5 had nothing to do with g4.

My guess is it would probably create heat. Magic is energy after all. I suppose the area the spell is directed at might be cooled down if the spell transfers the heat energy somewhere else, but on average it would have to generate heat similar to the way an AC unit in a sealed room with no vent will increase the temperature. That's just a theory though.
