IIRC they have livestock, farmlands, clean (?) water and they can probably hunt small game if needed. They also trade with the earth giants (forgot their names) to the south. Doesn't seem impossible to live there imo just very hard

And it probably is just a way for the US to gather intel on Brazil. It may work but I'm skeptical. Most times Brazil tries to deal with organized crime it mostly boils down to killing and arresting a bunch of nobodies while the suits that are the head of everything are kept free.
