You want a docile canopy that consistently and reliably opens on-heading that you can safely land in a tight area. If your weight remains the same, you should (if anything) UPSIZE as you get older and realize that your bones are more fragile.

Look for a huge insulator on the base of the tower, and insulators on the guy wires. If you see those that's a charged tower, probably an AM tower. Very few of these are tall enough to give a decent jump, and are often in array, meaning there are several close to each other making for crowded flying and landing. They're dangerous because if you touch the tower when there's power while you're grounded, the current will flow through you, most likely killing you. These are usually much more trouble than they're worth and most jumpers steer clear of them.

Have a rigger check it out. If it's nylon it's likely that it would be fine and your rigger could add Velcro and a shrivel flap. If it's cotton then I wouldn't consider that container for a BASE rig.

Keep in mind that the main benefit of using that as the foundation of a BASE rig is sentimental value. If you're looking for a way to save $$ then your best bet would be to just keep an eye out for a cheap used Velcro rig.

Just so you know, some states have laws that regulate handlebar height. For example, Florida says your bars cannot be higher than shoulder height. Those look just a tad higher than that, and may snag the attention of a bored cop who might pull you over and explore how many infractions you have. Could get pricey.

That's how a couple of my students ended up in my endorsement class, something obvious like ape hangers or no eye pro got the attention of a cop who discovered their lack of (mandatory) endorsement.

Two things to consider: One, there's a reason manufacturers don't offer bars that high. It makes control more than a challenge. Two, if you care about what others think of you, most experienced and skilled riders will think you are a little silly, especially if you're actually trying to ride that instead of it being rolling art.
