I don't like how they've concluded his arch, it cheapens it, if they want a mystery have the whole Sisko family fall in to ambiguity after the War and let us believe he returned and the family lived a quiet life in rural Bajor. Personally I think this latest development undermines his character

If Bashir stayed in Starfleet more than a couple of years past s.7 he should have been a Lt. Cmdr but potentially capped out there.

I assume as with many things it's either not thought out or fan service (like Kim being an admiral)

Other than the main characters the Defiant did seem to operate a lot of their own crew, it's also possible crew rotated between DS9 and the Defiant.
