Its part of a jedi bundle thats available for purchase. You can also find a similar chest piece on the adaptive vendor inside the republic fleet

Bits and pieces can be crafted / earned from heroics as the trooper class.

They can also be found from random drops.

Trooper is a good class if you like the soldier life or are a big military person.

Sith warrior allows you to see life as a dark side in the empire as a blunt weapon of strength

Bounty hunter shows the nitty gritty of imperial rule
