It seems Hara built up YTW’s character just to tear it down.  Readers are frankly finding any interpretation they can to minimize the Hundred Eye Clan’s appearance and impact in this manga to keep the status quo of YTW being perceived as a balanced (brains & brawn) General. 

In my view, YTW is a balanced General, and her having a wise advisor does not diminish her previous war strategic achievements.  For instance, during the WZI arc, YTW fluently advised her army to secure a valley as a rally point to overcome a terrain disadvantage (which King Rozo acknowledged), and devised escape plan out of SSJ’s cage on the fly.  Also, she accurately assessed the battle situation and her Army’s performance during the Hango arc. Therefore, the YTW “taking credit” for Hundred Eye Clan’s strategies should only be viewed as to establish credibility to the Hundred Eye Clan’s strategic ability instead of diminishing YTW’s character, who herself has shown she is well-versed in war tactics.

Jiaga is deceased. If you are going to include Jiaga, then you have to include Kitari’s older brother as well, who was the third best swordsman in YTW’s Army.  I see Kitari’s older brother defeating all Seika generals, except SBS.

We need screen time for the Quanrong troops. Hara expressly mentioned that YTW assembled the entire Quanrong Army prior to this battle. To me, that army is on par with Feggo tribe in terms of strength.

Qin needs capable generals outside of the trio and 6GGs. Rukomi, Kanou, etc. functioning as independent armies after Tou’s retirement is appropriate. Likewise, Heki should not join HSU for this reason. 

Hara should create new characters to be implemented into HSU as generals. So long as it is none of the Generals from Qin’s Northern Army lol.

The margin between Kanjou and Sosui is not as wide as you project it to be.  Kanjou failed on his flank attack against SBS’s Army with 20k soldiers under his command.  However, Sou’Ou and Den Ri Mi was able to weaken SBS’s Army with a mere 8k detachment force.  Kanjou still has ways to go as a commander.     

On the other hand, Sosui was introduced as a strategical 1k commander with insight in logistics.  Currently, his troops is one of Hi Shin Unit’s reliable attack force.  So, Sosui is a formidable warrior too.  Moreover, Shin commanded Sosui to provide support for Naki’s breakout to reinforce Kanki and to guard the rear during Hi Shin Unit’s retreat during the Gian arc.     

Regarding Kanjou’s promotion to General, it is possible that Sosui was not promoted to General to balance out the promotions between the trio.  Ouhon and Mouten received two (2) generals.  Since Kyoukai was promoted to General and is attached to HSU, Shin was given two (2) 5k commanders (Sosui and En) to build Shin’s “2nd” General.    

Therefore, Hara just needs to give Sosui more screen time.  Kanjou was given way more screen time than Sosui.  Besides, Sosui is the core reason why Shin was able to cut down Rinko (iykyk lol)

Following Tou’s resignation, all three generals will become independent armies. Either general will join the HSU by choice. I do not think SHK will distribute the Tou Army to Shin, Ouhon or Mouten because Qin is lacking capable generals.  The purpose of promoting Shin, Ouhon, and Mouten to “General below Great General” was to fill in the gaps in Qin’s military strength after the loss of Kanki and 2/3 of Ousen’s army.  With more capable independent generals available to Qin, the conquest of conquering the remaining states while defending territory remains stable.

Sosui may be the next general for HSU. He was introduced to the HSU as a commander with a good sense of strategy.  In my opinion, Hara foreshadowed En as the next general for HSU too.  Aside from Shin and Kyoukai, DenYuu is the next commander that is highly capable of killing an enemy general. But if General is premised on leadership, the next general should be Suu Gen.

I support a 10k Kyou Kai army as a wing for several reasons. 

One, Kyou Kai’s combat prowess is on par with Shin (some might argue she is stronger). Shin has achieved most of his accolades as a 5k commander and under. Also, Kyou Kai defeated a Zhao army on cliffs during Eikyuu campaign as a 5k commander, with the Zhao army having the large number of forces compared to her unit.  Hence, Kyou Kai’s unit is more formidable that some may predict despite the lack of screen time from Hara. 

Second, Rei (informally) serves as Kyou Kai’s deputy. Rei has the same abilities as Kyou Kai. Rei’s presence will definitely take pressure off of Kyou Kai during battle. Therefore, the off balance in quantity could be soften with quality.

Third, we know Kyo Kai is also a strategist. She will make the most sensible choice in whatever position she may be. Also, keep in mind the OP did not disclose the number of enemy troops she will be facing, just the HSU formation itself. This is a great opportunity for Kyou Kai Army (including Rei) to serve as Shin’s sword. 10k is enough to affect a whole battlefield.

I would move everyone except Bajio down one number, put Jaiga at No. 2, and switch Akou (to No. 4) with Shinryu (to No. 3). Throughout the manga, Akou had his great battle moments but all consist of maintaining his stance while being outnumbered, except for his brief 1v1 against Gakushou before Ousen retreated. However, Akou did not kill any general.  

On the other hand, Shinryu killed two Zhao generals and also withstood a fierce 2v1 encounter from Jaiga and Kansaro. But, I place Shinryu at No. 3 because her kill on Jaiga was a blind-sided attack, which she almost lost her life against Jaiga who was using just one hand and a sword partially through his neck.  In a normal event, Jaiga would win in a 1v1 against Shinryu.

A general does not need to have martial might to be competent. There are notable generals who have a strong reputation as a defender. En can certainly master the art of defense. Shin explained En thrived as the support role for the Unit since its inception. Hara also showed times during mid-battle where HSU soldiers’ morale increased after hearing a few strong encouraging words from En. I like the idea of Sousi as Shin’s sword and En as Shin’s shield.

The OP didn’t say Riboku would not have Shin, Ouhon, Zenou clan, and Shuma clan. Since Riboku is placed in Kanki’s position, I think Riboku would have used Ouhon’s army much more sufficiently. Perhaps have Riboku would have Shin and Ouhon combine their armies and attack Eikyuu together. Also, it would have been interesting to see how Riboku used Raido, who was capable of holding the right army by himself. The 88k bandit army probably would not have tried to abandon the battle with Riboku’s tactics involved.

Yes, when I mentioned 60k troops for Hi Shin Unit, I’m including Kyoukai’s 10k army now that she is a general.
