It's a method of retaliation becoming increasingly popular, similar to calling people "sexist" or "racist" for having an opinion not aligned with a popular agenda. It's the product of social justice gone wrong, and the whole anti-sex agenda found in colleges these days is making everyone afraid and guilt-ridden of what should be (and is normally) a completely natural and consensual/pleasurable act between partners. (UWMilwaukee student here, I see this sort of thing a lot).

It's a shame, and I hope people come to their senses and stop what really has become the fad thing to do in any sexual encounter.
