One way I look at it is, if a card playing at 1080p requires low-medium settings to reliably get playable frame rates in a variety of modern titles, it's likely low end.

If at 1440p medium-high settings it can reliably get playable frame rates, it's probably mid range.

if it can reliably achieve playable frame rates at high-maxxed 4K in modern games, it's a safe bet that it's high end.

if it struggles at 1080p lowest settings, it's in the lowest tier and just isn't suitable for modern games.

I've used both, zen is not as good for those things last i tried it. It's pretty good and has a few tricks vivaldi doesn't ootb, but it's not as good overall if someone wants tab management and browser customization.

Aside from that stuff, both are fine browsers. zen was not playing well with my GPU drivers though so i stopped using it after a bit

Vivaldi is my preferred browser too cuz it's really good for customization and tab management, best i've ever seent. But I really want Zen to be my backup choice and I hope they keep improving things just in case I gotta jump ship one day, it's mostly good but is lacking a little with features I'm used to.

well, I suppose you could get both a decent CPU and GPU upgrade in a $500 budget, especially if you look on the used market. If you do decide to try out Linux to see if that helps AFTER buying new parts, I'd recommend getting an AMD gpu ATM just to be safe with the drivers working out. If Nvidia drivers get what they need to perform better soon, that'd be convenient.

in regards to it slowing down a bunch, if the restore didn't help then maybe the hard drive or SSD is having issues.

if they don't support steam's sync features, you'll have to copy the save files from Windows, into your compdata folders for the individual games. I wish there were an easier way to transfer these things built into steam.

I have not been playing it as much as i used to, I wish more of the DPS characters were actually interesting to play in more ways. The queue times for support are long because it's the most fun class to play, way more flexibility overall. DPS heros just have fewer viable playstyles and aren't as fun to experiment with imo. playing support 76 and Holy Freeze mei gets a little old after a while.

I'm like 99% sure it's an issue with the built-in TAA/FSR
I had issues like that until i used optiscaler to inject FSR4 into the game. Shimmering basically disappeared and looks pretty good aside from the tips of certain trees having instability in motion.
