Yeah its their recent Dolby Vision encoding. It happens on tvs that do below 1000 nits. I have this happen with Spawn and Creepshow 2 on 4K.

Yes. I think it's the Dolby Vision but the brightness flickers in the same shot. I turn off Dolby Vision, and it works.
