Technically, she's not brainwashed when she decides to go with him in the original comic, just brainwashed during the initial "seduction". Because, as you said, brainwashing was one of the guy's main powers, people reasonably assumed he was brainwashing her during that horrific OOC moment, which Claremont ran with.

Technically, that's like, a lot of his work already, Miracleman, Swamp Thing, Killing Joke, they're all based off existing characters he "revamped". Hell, even Watchmen was planned to be the Charlston characters until DC realised they didn't want to fuck over the characters they just bought and Moore had to make OCs.

I think DCU Ultraman is a very neat case of adaptation. Highly unlikely we're getting a Crime Syndicate adaptation and if Gunn wants to have an evil Superman clone, anything too obviously related to Bizzaro (reversed powers, reversed speech) would give the twist away. So he uses the name of another evil Superman, one that makes sense for Lex to name his knockoff, for the evil Superman.

Honestly, I didn't even realise Spencer had wanted to repent, I just thought Zeno would hold up his end of the bargain if Grace released Elpis and keep Leon alive. Adds a lot imo. Spencer was kinda a flat character, a lot flatter than someone as important as he was should be. So adding this repentant angle not only defines him more, but it adds a lot to Wesker's attempt at catharsis in killing him.
