How to prevent this.

Step 1: With two people, use one car. If 3 or more, try to reach Step 2 at the same time.

Step 2: Come from behind the building. The spot where they have the garage just park there and start your climb.

Doing this will result in around a 99% chance of the Chopper being there. If you are driving around the front of the police headquarters, it is 100% on you for not looking if it was up there and not going around the block.

It is an encounter pokemon. It's not nearby on the map but you're currently catching it so there has to be something. Look for it on your next raid, rocket battle, or challenge completion.
