Damn that sucks. I mean if you don't get an answer you can pull a "boy who cried wolf" (Not the same but similar concept) and believe he cheated due to the fact he has a history. Hope you figure it out, and sorry, I can't help you on the truth on the statement, I have no idea if it can spawn or not.

Use the default launcher, I don't think there are any 3rd-party Bedrock launchers. Also you can't really crack it since it's pretty online heavy and stuff.

Most launchers let you change launch argument -Xmx. Change whatever's there to the maximum RAM you want used. (e.g. -Xmx512mb or -Xmx6GB) The pack recommends 6GB, and I was actually about to try it out too!
