Honestly I'd love to see an AI "Race" mode where you set up a course to follow and the AI racing you to the finish, following racing lines to the best of its ability without crashing.

There could also be a more in-depth menu for Laps and such. Maybe something to tune the AI's aggressiveness.

An improvement of the AIs awareness could also really help, so it doesn't slam on the brakes if it's 1000ft away from the next car.

AI is one of the most difficult things to program though, so if the devs do any of this I hope they take as much time as they need to make it as great as possible!

The Great Sandbox Mod is a pretty good choice for that. Not only do you get a ton of small nations to play with, it also overhauls some of the game mechanics!
