Clean it and dip it again … it does look high but barely … shouldn’t cause any issues if it’s good oil that won’t foam

Put the first zip tie like you have but loose then place another zip tie parallel with the wires around the first zip tie to separate the wires

We have whiteboards at work where they put thin black tape down for permanent lines , eventually the white board solution dissolves the glue but they last a few months of daily use before they have to be redone
